morning. if you like a mild winter, you are pretty happy right now. >> i will tell you though we've had three good months in a row. now this looks like two back to back months below. we are running out of time here. even the ten day outlook doesn't show any rain. it will be a quiet pattern and sunny and warmer. we'll get there with temperatures upper 50s a few low to mid 60s. here is sal. steve, good morning. you are looking at 80 westbound. we're not seeing a big increase in traffic yet. the traffic does look good all the way down to the bay bridge toll plaza. if you are driving on the san mateo bridge it looks good. let's go back to dave and pam. we begin with breaking news. the leader of the roman catholic church is resigning. the first pope to do so in nearly 600 years. tara moriarty joins us from san francisco with more on the stunning announcement made just hours ago. tara. >> reporter: the 85-year-old announced his decision during a meeting of the vatican cardinals. he said it in latin and it was

definitely unexpected. his last day will be february 28th. right now we are standing in front of st. mary's cathedral. we are hoping to get comment from them a little bit letter this morning. even given his old age and ailing help, you normally don't see popes step down. the last time it happened was nearly 600 years when pope gregory xii resigned. he did so to end the civil war within the church. pope benedict emphasized that carrying out the duties of being pope the leader of more than a billion roman catholics requires strength which he simply doesn't have anymore. after having repeatedly examed my conscious before god, i have come to the certainty that my strength due to an advanced age are no longer suited to an adequate exercise. pope benedict the 265th pope

was born in 1927 as joseph in germany. he was forced into the hitler's youth at age 14. he served in the army but was desserted. he led the church since 2005 through a time that has seen him criticized for the handling of the parishioners of church. this really sets the stage for a conclave to elect a new pope before the end of march. coming up we will tell you why some people could perhaps see this resignation coming. we are live in san francisco i'm tara moriarty ktvu channel 2 news. time is 5:02. over night news a crash in concord leaves one man with life threatening injuries. police say he was walking across clayton road at about 6:15 last night. investigators say the 52-year- old man was not in the crosswalk at the time. he was rushed to john mere

medical center. they do know who hurt anymore copper thees are are causing major trough. he's in river mother right few. >> reporter: copper thieves may be making your commute even worse and that is because they are going after the valuable copper wire that is in street lights and freeway signs and yes even in those freeway metering lights. like where we are this morning. this is isabel avenue and 580 in livermore right now. cal tran essentially saying they have seen 59 metering lights vandalized around the bay area in just the past year. and crews have only been able to fix 18 of them so far. problem is it costs about $35,000 to repair those meters and cal tran essentially just says they are having trouble keeping up. and in the meantime that is leading to more backup for drivers.

part of the problem is the price of copper. it has tripled in the past four years. cal tran and other agencies they are trying to fight back. they are actually using aluminum wire instead of copper wire. and another technique they have started is actually keeping a lot of these boxes like the one you're looking at here in an off site location. so they are not next to the freeway metering lights. they are in a separate location. that is the situation. potentially all of these copper thefts across california contributing to more traffic and more backups on the row roadways. coming up we will talk about a new law meant to deter copper thieves. the man hunt continues for the former los angeles police officer wanted for murder. city leaders have announced a $1 million reward for information leading to theture of christopher dorner. it's the largest reword ever.

been reported. hattiesburg, mississippi was hit the hardest. one of the hard hit areas a twister ripped apart part of a main street. several dodge. and today phil ryan will already sew this and dozens of flights were kansased on and sot. this airport on the east southeast shout down. all of the major airports have reopened following that big storm. 5:07 is the time. still pretty early for most people any way. but let's check in on traffic with sal. how is 80? >> i think it's doing pretty well. we will show it to you. we keep track of interstate 80 because of being one of the

early freeways. people get on it early. it still looks pretty good heading down to the east shore freeway and all the way to the bay bridge toll plaza. at the toll plaza it's light. if you want to get a nice earl shot. s a this morning -- that traffic is off to a god start. >> everything is going offshore. you can see the wind direction. that means we are looking for a lot of sunshine today and probably for awhile. rain fall husband be if san francisco now 91. san jose 88. i don't see much through the end of the month. i do see a lot of severe down the deep south. you can get a good look at it

from atlanta. it's really early in the morning. they are lining up. back here we are hard pressed to find any clouds. it will be a patchy fog. there is -- few ever shore breeze means lots of sun show. cold morning. slightly warmer today. a really quiet pattern for us. mid 60s for some. upper 50s for others. temperatures though will continue to slide up over the next couple of days here. i think they will get in the mid to upper 60s by wednesday or thursday. maybe hit 70 degrees for some. a lot of sunshine. there will be patchy fog. over all the trend is very quiet. time now 5:09. crews ship passengers stranded

five people have been killed in a cruise ship accident in the canary islands. a life bolt fell into the ocean during a safety drill. 400 passengers were on board at the time of the accident. no passengers were hurt. more than 4,000 people are stranded on airscrews ship in the gulf of mexico. the ship has been running on generator power after a fire in the engine room but does not have enough power to get to port. the ship will be towed to mexico and travel arrangements will be made for the passengers. president obama will award the medal of honor to an army staff sergeant. clinton romesha is being known for his bravery. during a 13 hour fire fight

eight american soldiers were killed. even after being wounded he went back into battle and recovered the bodies of fellow soldier. thousands expected at a memorial service in texas for chris kyle. a decorated former navy seal and author of a navy seal. ? just a few hours vice president joe biden will meet with lawmakers and police to talk about gun violence. as kyla campbell reports they are being reassured by their own party. kyla. >> reporter: yeah. pennsylvania democratic senator bob casey sent this letter to the white house just last night surging the -- urging the president. meanwhile vice president joe biden is meeting with police

and lawmakers from the philadelphia area this morning at 8:00 a.m. pacific. this round table is one of several that the white house is try toggle rally police reports. proposals include a ban on assault weapons. and background checks for all gun sales. any new gun laws would have to pass through the republican controlled house of representatives. >> i think there will be a lot of hearings but probably more in the mental health area. potentially in some of the background check area. anything that hints toward a national registry won't make it. >> the talk of any sort of ban on any weapons has gun supporters buying in record number. we'll break down the fbi's latest numbers when i see you next. live in washington kyla campbell ktvu channel 2 news. concord police are looking for whoever slashed the tires on 60 cars. the cars were parked on glacier, belle air. police say most of the cars had

all four tires damaged. the vandalism was discovered yesterday morning at 7:00. california could face a doctor shortage while trying to meet the demands of the federal affordable care act. the l.a. times reports just 16 of the states 58 counties have the recommended number of primary care doctors. in addition to that some 30% of the states doctors are near retirement. to deal with the problem some lawmakers propose giving more authority to physician assistants, nurse practitioners and pharmacists. federal judges will hear barry bonds' appeal on his felony obstruction of justice. barry bonds needs at least two of the three judges to overturn his conviction. he was convicted in 2011 of misleading a federal grand jury

that was investigating the steroid scandal. brant did it. he won this years pebble beach contest. he won the pebble beach national pro am by two shots yesterday. just like that. ned core broke through during his first win after finishing second to tiger woods and phil mickelson. he closed with a seven under father 65 yesterdays and dropping him to 1900 for the tournament. taylor swift of course always making an appearance. album of the year went tomium ford and sons. record of the year went to geotee yeah with the hit song somebody i used to know. the group fun took home new artist. >> i didn't think i was going to win this one.

frank ocean and the lumineers everybody is awesome. >> the san francisco symphony won also. time now 5:1. hopefully there is something to cheer about in our commute. >> i think so. i'm not going to put it to song. >> awe. >> i know. the traffic does look good dave and pam as we start off we are looking at these pictures. if you are trying to get an early start, this is interstate 880 in oakland. the traffic looks good. getting to the bay bridge toll plaza you have have the widow of activity. which happens at 6:00. right now the drive times are pretty low here. we are looking at the peninsula southbound 101 between san bruno and san mateo about nine minutes. you can't get better than that. southbound 101 traffic does look good. so does southbound 280. 5:18 let's go to steve. very quiet pattern.

not only today but most of the week. in fact seven-ten day does not bode well for any rain. it does bode well for sunshine and warmer temps. there has been rain in southern california and the four corners. for us no rain this week. looks very, very quiet. sunshine. mornings are cold. lows 30s and 40s. highs 60s. maybe our first 70s o of the season. coming in probably not until wednesday or thursday. until then it looks clear. there are some areas held up by a breeze. not everybody. even san jose 31. novato 32. santa rosa 32. concord and livermore 34. there are year areas that are cold. with that offshore breeze temperatures coast and bay have no problem warming up. santa rosa gets a north wicked. that northerly breeze not that strong. this there is enough of a component that means sunshine.

patchy fog. 60s on the temps. mid 60s. napa at 63. pitts burg 61. 62 danville. 60s low from san jose. santa clara valley. even along much of the coast. we will continue this need with sunshine and warmer weather. certainly wednesday, thursday, and friday look to be on the very mild side. the weekend looks a little cooler but still dry. european markets are mostly higher this morning. the euro has edged up from a two week low. most markets in asia closed today and much of the week for the lunar new year. futures indicate a higher opening here in the u.s. when our markets open up in a little more than an hour. you can see on friday they posted gains as well. gas prices continue to sore giving consumers less money to spend on other things. aaa reports the state average is 4:05. the price is a limit lower here

in the bay area. the lowest bay area prices up in the north bay where gas is below $4. $3.94. across the region gas up 11 cents or more. the fight against domestic drones is really heating up. why this has a lot of people concerned. the lunar new year begins. celebrations being held all over the world and right here in san francisco.

welcome back. time now 5:24. two women are in jail after being accused of robbing the old navy store in concord. it happened yesterday afternoon in the willow pass shopping center. police say a woman walked into the store with her four-year- old son and stole several items. when a prevention officer confronted her, police say she pulled out a knife. the woman jumped into another woman's car they sped away. both were later captured and taken into custody. a ktvu special report took a look at the controversy surrounding domestic drones in our country. now last thursday, seattle police abandoned the idea of using drones after public opposition. but on thursday, alameda county will consider drones for their sheriffs department. some people are even building drones in their homes for personal use and that has many people concerned about privacy.

>> it's obviously an invasion of privacy and you should deal with the situation when it haps. >> i'm just trying to have fun. it is a lot of fun. >> as opposed to unrestricted law enforcement drones right now domestic drones are legally limited to 400 feet in altitude but look at this video posted online it shows the drones much higher. one flying right through the golden gate bridge. time now 5:25. celebrations marking the lunar new year are being held around the world. now in china buddhist monks toed bells and chanted to welcome the year of the snake. more than 35,000 people in the u.s. have signed a petition. they are asking president obama to make the start of the lunar new year a national holiday. billions of people world-wide celebrate the lunar new year. it's traditionally a time to return home to visit family.

san francisco china town will celebrate the year of the snake next saturday with the famous chinese new year parade. that parade known for its elaborate floats and costumes dates back to the 1860s. it's considered the biggest celebration of chinese culture outside of asia. you can of course watch the parade right here on ktvu beginning at 6:00 p.m. and as sal knows we're all going to be in the parade as well. and ktvu will bring it all to you. sal, i will be standing right behind you as the people are screaming sal, sal. >> i will be having fun again. good morning, everybody. let's take a look at what we have. dave mentioned we are doing pretty well and i would second that. traffic is looking good as you drive through and 280 in san jose northbound 280, northbound 101 right through. all right. there we go. there is northbound 280. that traffic is looking good.

is happening from the vatican the announcement the pope is resigning and a live report coming up at 6:00. unanswered questions about a deadly shooting in san jose. sheriffs deputies say they found a body of a man that has been fatally shot on ronda drive. around the same time another man showed up at the hospital with a gunshot wound. he is expected to survive. investigators say he had been at the home on ronda drive and the shooting may have been a botched murder-suicide. time now 5:32. police in palo alto are looking for the gunman who robbed a man in the parking lot. take a look at this coach released by police. the victim just parked in the carport when he was robbed. officials describe the gunman being in his late 30s. wearing a gray track suit and

hoody. time now 5:32. hearing tonight on gun sales in los gatos expected to get very heated. janine de la vega is live to tell us why this debate is even leading to death threats. janine. >> reporter: the attorney for templar sports issued this letter to the town council asking that tonight's meeting about gun control and gun store be postponed. i went on the town council website it appears that meeting still will go on. the council wants to explore whether it should make policies on where gun stores are

located, where it can have use permits and require id checks. after last weeks meeting one of the three owners received a death threat at his home in san jose. the police department is investigating and the owners attorney did not want to elaborate on details regarding it but he is concerned about the owners safety and the safety of the other two owners. one of them is a los gatos police officer. the other is a los gatos businessman. tonight's meeting is at 7:00 p.m. opinion again hundreds of people attended last week's meeting. so coming up in the next half hour we are hoping to stop somebody who passes here on the street for a morning jog to talk to them about if they plan on attending. if people are fired up about this issue. reporting live from los gatos janine de la vega. >> in the meantime a weekend gun show was packed with hundreds of buyers. coming up why gun owners we talked to are more concerned about ammunition than guns. 5:34 is the time.

back over to sal. check in on traffic. what are you keeping an eye on? >> we are looking at the east bay freeways first of all. and westbound interstate 880 does look pretty good if you drive through. this is interstate 880 as you can see traffic in oakland was moving along nicely. and no problems getting into san francisco. 5:35 let's go to steve. clear skies. lows anywhere from about 32-50. depending on a pretty good breeze coming off the higher elevations. going right along the bay and toward the coast. that means temperatures are mild for some. for others it's cold and near freezing. a cold morning no rain this week. it looks sunny and milder to warmer week. highs probably near 70 by wednesday if not wednesday then on thursday. here's a lot of rain down in the deep south. if you have travel plans to

atlanta or new orleans there is a pretty good line of severe weather rolling through. that might give you a little bit of a bumpy ride or delays. for us it will be hard pressed to find a cloud. it's just too quiet. and this week looks beyond quiet. it will be sunny and warm. 30s and 40s on some of the temps. there is a breeze. i know fairfield has a north wind. for others a lot of 30s here. santa rosa and novato. but clear skies. you can see the direction of the breeze taking erytng offshore. that means it's a warmer pattern with a northerly breeze. and northeast breeze. probably beneficial for oakland and berkeley. a lot of sunshine here. the morning is cold inland. it will be slightly warmer. we could use rain but there is no rain in sight. 60s on the temps. 50s and 60s. 59 brentwood. but 62 in oakland. because they get that offshore breeze. 63 in gilroy. 63 santa cruz. 60 half monobay.

62 redwood city. pretty quiet and it will continue to be sunny and warm. we'll top it out thursday. weekend will still be okay but it will be a little bit cooler. people on the east coast are cleaning up after a powerful storm slammed the region over the weekend. at least nine people were killed after a record amount of snow. reporter tori is in boston this morning with more on the recovery effort that is now under way. tori. >> reporter: all right. so pam, you can obviously see people are out walking about this morning. trying to return to some sort of normalcy. it just started sleeting here. i can also tell you that the workers have been pretty hard at work this morning with the snowplows trying to clear off the major streets behind me. what that has done is created the huge snow piles that are about five feet tall. digging out and cleaning up neighborhoods that are buried? snow. rescuing cars stranded on

highways. from pennsylvania to maine the blizzard that hit friday is still wreaking havoc. connecticut saw some of the highest snow totals. >> people open their doors and look out their windows they see 40 inches of snow and realize this is not a snowstorm this is a disaster, this is an emergency. >> reporter: whether trying to dig out a parking spot or digging out barn animals this cleanup effort is a work out. >> there is no easy way to get around it unless you have a snowplow. >> reporter: with snow totals topping three feet in some areas and snow banks higher people are running out of places to put it all. >> there is a ton of snow and nowhere to put it. it's frustrating. >> reporter: while many are getting back to work and school on this monday it's another snow day in boston. >> the roads are narrow around the street of boston. a lot of the side streets and dead end streets need to be plowed. >> reporter: with a mix of rain and snow in the forecast

already heavy snow could get heavier and more dangerous. >> once that gets wet and once it freezes, that is the equivalent of a jerry barrier. people just need to slow down. >> reporter: some have had enough of this winter blast. others are taking it in stride. enjoying it while it lasts. so the concern today is on several fronts. it's obviously started sleeting and raining here. there is concern about some of the roadways icing over. but also if this falls on top of the snow, it makes that snow even heavier and then of course there is always the risk of roofs collapsing here. >> tori, thank you for that live report. time is 5:39. an investigation by san francisco city attorney into how some city employees use city computers should be wrapping up soon. the commission says it's working with the city attorney to investigate claims that several employees used their

work computers to down load pornography and also gamble online. the city workers handbook says inappropriate use of the city resources including looking at or distributing sexually explicit materials as well as online gambling. that could lead to employees being fired. go daddy is expanding in the bay area. today the web hosting site is opening a new silicon valley office. it's in sunnyvale on maine till da place. company executives want a bigger presence in silicon valley. they plan to double the size of the south bay work force in the coming months. the governor of texas will be in california saying come on down. what he has come to sell right here in the bay area. and copper thieves increasingly targeting bay area freeways. why some believe this vandalism is leading to more traffic. good morning. northbound 101 san francisco that looks pretty good approaching the 80 split.

los angeles police officer wanted in the killings of three people. officials in los angeles just announced a $1 million reward for information leading toth capture of christopher dorner. and this morning vice president joe biden travels to philadelphia. he will meet with law enforcement officials and also members of congress. there will be a round table discussion about gun violence. it's a growing problem on bay area roads and freeway ramps. copper thieves have been targeting traffic and metering lights. alex savidge is in livermore this morning with what is being done about the problem. alex. >> reporter: cal tran and other agencies are trying to fight back here. in some cases they are switching over to aluminum wire to deter thieves. thieves targeting freeway metering lights. the ones that help to stagger the traffic. that could be leading to more of a backup. vandals stole the wire from this meter here at isabel avenue the onramp leading to

580 and the lights have been out ever since. we'll show you how bad the problem is. a total of 59 metering lights have been vandalized over the past year. crews have only been able to fix just 18 of them. it costs about $35,000 just to repair one of those meters. you can imagine cal tran is having trouble keeping up with that repair work. thieves are also working out copper wire from stoplights and freeway signs. that is leading to more backups as well. the price of copper has tripled in the past four years if. but the good news is a new california law that takes effect is aiming to fix this problem. it's increasing the penalties for capper thieves. those who steal the copper and the recycling as well who receive that stolen metal. they could face up to three years behind bars. live in livermore alex savidge ktvu channel 2 news. texas governor rick perry
